Ralph Snart has escaped, and he's on a rampage! Ralph tries to scare some old ladies, but they beat the crap out of him. He breaks into a store to get some beer; the manager, thinking Ralph harmless, hasasses poor Ralph, who proceeds to stomp the manager to a pulp. The cops catch up to Ralph and pump him full of lead. But since RSA is a comic book, Ralph is merely stunned. The police captain in charge dismisses his men, saying he will personally take care of Ralph Snart. The Captain however is Captain Toog, Dr. Goot in a clever disguise.

All the reprints of Volume 2 issue's being complete, this is the first "new" issue of RSA to be published since July, 1987, two full years. Cover art by Allen Freeman based on layout by Marc Hansen. Includes an ad for free Ralph Snart buttons. Extra pages of this ad were used to make the actual buttons.
